Professor Dr Mark Alexander Zöller is the holder of the chair for German, European and International Criminal Law and Criminal Procedure Law, Commercial Criminal Law and the Law of Digitization at the Ludwig Maximilian University of Munich (LMU). He also heads the Institute for Digitization and Inner Security (IDRIS) at the law school there. He has been Of Counsel of the law firm Gercke Wollschläger since 2015 and provides advice and acts as counsel for the defense in the entire area of the core and commercial criminal law including the procedural, European and international references. In addition, he has special expertise in the area of the danger prevention and intelligence law and is considered one of Germany’s most renowned experts in issues concerning the fight against terrorism and political extremism.
Professor Dr Zöller regularly works as a speaker, advisor and expert for companies, associations, societies, foundations, ministries, political parties and parliamentary groups as well as law academies in Germany and abroad. In 2018, he was appointed scientific advisor to the Ministry of Justice of Rhineland-Palatinate. Moreover, he is a member of the editorial team of the Kriminalpolitische Zeitschrift (KriPoZ) and a permanent staff member of the journal Goltdammer’s Archiv für Strafrecht (GA), editor of the publication series Deutsches und Europäisches Strafrecht und Strafprozessrecht [German and European Criminal Law and Criminal Procedure Law] published by Nomos, co-editor of the publication series Wirtschaftsstrafrecht [Commercial Criminal Law] published by C.F. Müller, as well as managing director and member of the working group Strafprozessrecht und Polizeirecht [Criminal Procedure and Police Law]. Furthermore, he is a permanent guest in the Danger Prevention Law Committee of the German Bar Association (DAV) and regularly acts as an official expert in law-making processes as well as attorney of record in lawsuits before the constitutional court. Professor Dr Zöller is the author of a considerable number of specialist publications and, what is more, particularly co-editor and author of two standard commentaries on the Criminal Code and the Code of Criminal Procedure as well as textbook author in the area of the Special Part of the Criminal Code. He has numerous contacts abroad in science and practice. In 2020/21, he was awarded the Tung Ming Tsai Professorship in International Criminal Law by the law school of the National Taiwan University (NTU) in Taipei (R.O.C. Taiwan).
Professor Dr Zöller studied law at the University of Mannheim. He completed his legal clerkship in the district of the Palatinate Higher Regional Court of Zweibrücken. Already during his studies, he worked at the chair of Professor Dr Jürgen Wolter where he also did his doctorate “summa cum laude” from 1999 to 2001 with an interdisciplinary paper from the areas of criminal procedure law, police law and intelligence law. After his legal clerkship he worked as a research assistant at the chair of Professor Dr Wolter and habilitated with a much-noticed paper on terrorism criminal law. The University of Mannheim awarded him the Venia Legendi for German, European and international criminal law and criminal procedure law as well as commercial criminal law. Moreover, he was a fellowship holder of the elite program for postdoctoral researchers of the Baden-Wuerttemberg Foundation.
